Proposal: If the Commune's userbase consistently rejects applications from people who are part of a given site/community, admins will be allowed to summarily deny other applicants from those sites. This includes, but is not limited to, the RPC Authority and Liminal Archives. Admins should still document these denials in the apps thread.
Reasoning: We've been routinely denying applications from members of the RPC Authority and Liminal Archives; it seems unrealistic that someone who's on either of those sites could become a Commune member. A non-trivial amount of time and effort has gone into processing these doomed applications; this proposal would lighten the load considerably.
Documentation: This would be codified on the join page, hopefully saving us the trouble of even seeing those applications in the first place.
As per usual, this will be up for a week to give members time to discuss. In the meantime, admins shouldn't feel obliged to process apps that would be affected by this. We can always get to them later if this proposal fails.
